Training for micro observers conducted
BOMDILA, March 13: The first round of training for the 45 Micro Observers and Reserve against the 12 Critical & 33 Hyper Sensitive Polling stations in the district was conducted at DC’s Conference Hall today.
Addressing the Micro Observers DEO A K Singh impressed on the need for collective effort and endeavor for successful conduct of the ensuing Parliamentary & Assembly polls. Polling personnel sensitization meeting held
NAMSAI, March 13: Training and sensitization of sector officers and BLOs, SVEEP committee, inspection of polling station, route map and vulnerability mapping and training and sensitization of FS, SST, VST, VVT and accounting team on SOP’s reporting and duties was conducted today. All the officers were sensitized about their roles and responsibilities during the ensuring elections 2014.
ARO cum ADC Namsai Ravi Jha requested the appointed officers to abide by the rules and regulations and code of conduct as prescribed by ECI. He appealed all the officers to remain on their toes till the election process is over. The flying squads were asked to perform their duties 24/7 with strict vigil. The assigned duties of respective officers have got optimum importance and any lapse from any one can spoil the whole process. DEO holds meeting with magistrates at Seppa
SEPPA, Mar 13: The DC cum DEO Tarin Dakpe has convened a meeting with magistrates and sector magistrates of the forthcoming General Election in DC’s chamber here today.
DC Tarin Dakpe said that good magistrate having wise application of mind taking right decision in the right time at right place can solve problems arising thereof in their respective jurisdiction. He asked the Sector magistrates to visit their jurisdiction in advance just after withdrawal of nomination in advance and get themselves acquainted with all the polling stations. He said that sector magistrates need to have gathered information about the road connectivity, distances and communication network of all the polling station in their jurisdiction before the polling day. He added that sector magistrates have to asses all these in advance so as to enable them to give feedback of two hourly voting percentages during the polling day. He directed the sector magistrate to take care of movement of all the polling team and could come to the station only after dispatch of the last polling team.

Arunachal to finally have air connectivity
HC gives verdict in favour of Hollongi
ITANAGAR, Mar 13: In a historic judgement, Gauhati High Court yesterday upheld the decision to shift the proposed green field airport site from Karsingsa to Hollongi. The two bench judge comprising Chief Justice A M Sapre and judge A K Goswami while pronouncing its judgement on a PIL stated, “On careful evaluation of all the factors and issues for establishment of the Airport in two locations, it becomes obvious that the change in the location for establishment of the Airport from Banderdewa to Hollongi is technically and scientifically justified.”
The judgement comes after almost a year of legal battle over airport site.
The Public interest litigation (PIL) was filed by one Kipa Taniang against decision of Airport Authority of India to suddenly shift the site from Karsingsa to Hollongi. Based on his PIL, Gauhati High Court on 14th November 2013 had constituted a committee to visit both the sites and make ground level assessment. The committee headed by Justice AC Upadhyay, former judge as chairman included director of Aerodrome, director of land reforms (Govt. of India) Saranjit Singh, director of north east and home affairs (Govt. of India) JP Singh and home secretary government of Arunachal as members. The committee visited both the sites and submitted its report running into 26 pages to the High Court.
“ All the members of the committee individually and collectively subscribed to the view that the site for construction of Greenfield Airport at Hollongi would be more appropriate, suitable and convenient in terms of topography, environmental impact, constructability, airport operations and on safety point of view,” read the court order.
“The learned counsel for the petitioner however argued that the decision to shift the airport was taken to extend undue benefit to few persons in power. He contended that due to change in site, few individuals in power are likely to be benefited in terms of money because now State will have to pay money to them by way of compensation. In other words, the submission was that the decision to shift was more for the benefit of few persons in power rather than for the benefit of public. In the first place, the petitioner did not place any factual details and evidence on this issue. Secondly, he did not implead any such persons in the petition. In the absence of material pleadings and necessary parties, it is not possible for this court to make any factual inquiry on this issue, which is based on legal and factual malice. It is apart from the fact that no such comments was made by the committee in their report,” the Court stated in its judgement. Further they directed that it shall be the duty of state to ensure that all factual inquiries as is necessary under the provision of the Land Acquisition Laws and other related state laws in relation to the land in question at Hollongi be undertaken strictly in accordance with law and after verifying and making inquiries necessary, proceed with the construction of Airport on the new/alternative land selected. Firearms, liquor seized, traffic violators fined
ITANAGAR, Mar 13: One 0.32 mm Revolver, one SBBL gun and local 22 daos were seized during checking today by City Police, Flying Squads and Static Surveillance teams deployed in capital complex to monitor possible violation of ‘model code of conduct’ ahead of the assembly and parliamentary, informed City SP.
Vehicle checking was also carried out by City Police at various points and 147 vehicles were fined for violation of various sections of Motor Vehicle Act and Rs.18,000 realized as fine from the violators, the SP added.
Further, a large amount of cash, liquors and local daos were also seized by Flying Squads and Static Surveillance Teams elsewhere in the state. They made seizure of cash amounting to Rs. 2,20,000, IMFL 84 bottles Indian Made Foreign Liquor, 48 bottles beer today, informed state nodal officer on behalf the CEO.
A pick up van with 60 cases of illegal liquors was also seized at New Mohong, under Lekang constituency, Namsai today.
The cash and materials were seized for alleged violation of ‘Model Code of Conduct’.

Governor visits Gerukamukh, takes stock of Subansiri Lower project
ITANAGAR, Mar 13: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma today visited the Subansiri Lower Hydroelectric Project under National Hydroelectric Power Corporation Ltd. at Gerukamukh.
Accompanied by NHPC officials, state secretary for power Kaling Tayeng and Chief Engineer Hydropower Development Er. Sang Phuntsok, Governor visited the Project site and had first hand assessment of the dam, which is under suspension since December 2011. He also visited the Power House, Intake Area and the Surge Tunnel. NHPC Subansiri Lower Hydroelectric Project Executive Director Rakesh briefed the Governor on the project at the site.
Interacting with the NHPC officials, Governor said that the dam is an engineering marvel. It is the temple of development and progress for the country.
Expressing his concern that the work is been halted, he said that lots of effort has been gone in the project and it is now incurring huge losses. Hoping that the work will be starting soon, Governor exhorted the officials to keep the equipment in order and operational.
Governor said that Arunachal Pradesh is adored with immense hydropower potential. It will be a major contributor in the country as source of sustainable energy when the State harnesses its hydropower potential.

AASSATA revokes decision to boycott poll duty
ITANAGAR, Mar 13: All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has revoked its decision to boycott election duty after the authority of SSA Rajya Mission assured to release remaining three months salary at an early date.
The assurance was given to AASSATA by Deputy SPD, SSA Rajya during meeting a with the central executive committee members of the Association headed by president Tagru Kasha.
It was informed to AASSATA in the meeting that SSA Rajya Mission had been constantly pursuing with MHRD, GoI for early release of the 2nd installment.
While assuring their cooperation to the government in the coming days, the AASSATA members have expressed their gratitude to the Secretary, Education, GoAP for his personal initiation in the matter.
ITANAGAR, Mar 13: Reacting to the allegation of misappropriation of fund leveled against Congress leader Bosiram Siram and others by East & Upper Siang District Bar Association, which was published in a section of local dailies, the Executive Engineer (PWD), Pasighat Division has termed the allegation as baseless and politically motivated.
“The allegation of misappropriation of fund meant for repair and maintenance work of Court building at Pasighat leveled against Siram and others is totally baseless, false and politically motivated,” the EE said in the release
The release further said that “On January 22, 2012, Siram, who is also local MLA,
along with Secretary and Joint Secretary of Law & Justice, Arunachal Pradesh and
the then East Siang DC visited the court building and requested the EE, PWD Pasighat
division to start the repair and maintenance work of the said building immediately
and complete it within March, 2012, enabling to start the functioning of the session
court from April, 2012. The team during their visit assured to provide necessary
fund in the financial year 2012-
“Considering urgency of the matter, the EE (PWD) at once framed an estimate and submitted it to government. The work had been taken up and completed timely by creating liabilities in anticipation of fund,” the EE said in the release.
He also informed that the said building was inaugurated by the Chief Minister in presence of DC, officers and public leaders on April, 26,'2012.
“Hence, the allegation leveled by the Bar Association is totally baseless and dragging the name of Siram into the controversy is meaningless,” the EE added.

Srivastava while presiding over the first meeting advised the officers to discharge the assigned tasks with utmost sincerity and dedication and to furnish their reports on daily basis to the DEO’s office which are very important for control of law and order, preparation of poll day arrangements including preparation of polling stations, Model Code of Conduct, route and transport planning etc. To minimize human error to zero level she asked all the appointed officers to go through the guidelines provided by the ECI so that they could guide their subordinate officials assigned under them.
Indulgence of any government servant in electioneering will not be tolerated at any cost and they should restrain themselves from campaigning or canvassing in favour of any party or candidate. No exemption from election duty should be made nor should any kind of leave be granted by the HoDs without the consent of the DEO as staff requirement on election duty is very heavy this time, she said.

In her second meeting with the leaders of all political parties, DEO Srivastava briefed about the imposition of the Model Code of Conduct and appealed for strict adherence while seeking fullest cooperation from them. She praised the admin officers and security personnel as due to their concerted efforts; the administration could conduct last Panchayat election successfully and hoped they would extend further help with the same tempo during the ensuing parliamentary and assembly elections peacefully and fairly.
The East Siang SP Devendar Arya stated police are there to assist the administration to contain unlawful activities besides ensuring proper implementation of model code of conduct in the district during the coming elections. He asserted that police personnel have been briefed thoroughly to be impartial and contain all unlawful activities without showing any leniency.

While delivering the key note address during the inaugural session, Prof. Girin Phukon, Director, Institute of Tai Studies & Research, Moranhat as well as National Fellow, ICSSR, New Delhi explained the dominant feminist paradigms for comprehensive understanding of women empowerment and gender equity. He dwelt upon several issues confronted by the women of Northeast India and the obstacles in their empowerment created by all pervasive patriarchy.
The participants presented papers on various issues related to women and gender equity in two technical sessions. The first technical session was chaired by Prof. Girin Phukon, while the second technical session was chaired by Dr. B. K Nath.
The convener of the seminar Dr P.C Swain, Associate Professor& Head Department of Political Science deliberated on state women interface in Arunachal Pradesh and brought to the fore the issue of public/private patriarchy for the disempowerment of women.
While pondering over the challenges faced by women, the participants observed that the gender biasness was embedded in masculinity and unevenly poised in the power relations. Thus, Arunachalee women have to unshackle themselves from their enclosed space and deal with their problems and prospects while retaining their women hood.
The dominant paradigms should be deconstructed in lieu of a new paradigm reinforcing education, economic self sufficiency and human rights in order to attain gender equity in Northeast India.
In his valedictory address Dr. Vijay Kumar, Associate Professor, Department of Economics raised the problems encountered by the tribal women due to lack of institutional reforms and emergence of crony capitalism. The seminar was coordinated by Razzeko Delley, coordinator (CESDA). Dr J. K. Pattnaik and Dr.G. S. Population explosion is big concern
Dear Editor,
Through the column of your esteemed daily, I would like to remind people of India about the population explosion. India is the second largest populous country of the world next to China. According to the recent estimate current population of India is 1.27 billion. That means every year Indian population is increasing 1 or 2 billion. More than 50% of India’s current population is below the age of 25 and over 65% below the age of 35.About 72.2% of the population lives in some 638,000 villages and the rest 27.8% in about 5,480 towns and urban agglomerations.
Every year, India adds more people than any other nation in the world, and in fact the individual population of some states is equal to the total population of many countries. For Example, population of Utter Pradesh almost equals to the population of Brazil. The second populous state Maharashtra, which has a growth rate of 9.42%, is equal to that of Mexico’s population. Bihar with 8.07% is the third most populous state in India and its population is more than Germany’s. And forecasting trends suggest that India may reach well over 1.53 billion people by 2030.
It is a matter of great sorrow. Population is very essential for the existence of society. Natural resources of a country are limited. Population should be accordance with the natural resources. Natural resources satisfy the needs of the people. If a nation has more population that the natural resources cannot satisfy them then it become an unavoidable problem. The needs of the people cannot be satisfied. The main causes are poverty, illiteracy, backwardness. All types of crime are increasing in India due to unchecked population. So, we people should be aware about such problems.

SSA teachers should not be engaged in election duty
Dear Editor,
Through your esteemed daily I would like to appeal to officials of education department and state election commission not to engage SSA teachers in election duty of forthcoming Lokh Sabha and Assembly poll. I am working under SSA in Kurung Kumey District and I was assigned poll duty in the recent Zilla Parishad Election.

I also would like to remind the authority concern that many SSA teachers are pursuing various courses such as D.EI.Ed, B.Ed through both private and regular. They have to submit their assignment papers in the month of April and on the other hand Lok Sabha Polls and Assembly Polls have been fixed on 9th April’2014. SSA teachers are pursuing those courses in order to get degrees so as to secure their jobs as an order has been directed by the education department to complete all the necessary B.Ed or D.EI.Ed degrees on or before 2015. On the other side, the disbursement of monthly wages of SSA teachers has become big mystery. Without money, how can one go for election duty? It would be impossible to do the same without money. Thus, we are firmly against the engagement of SSA teachers in election duty for the ensuing Lok Sabha and Assembly polls.
Hence, it is our earnest request to the education department and State Election Commission to kindly not to engage any SSA Teachers of the state in the upcoming election. Hope authority concern will acknowledge our problem and prompt action will be taken before election process starts.

Matter of serious concern
The news about seizure of mobile phones and copying materials from examination hall of an Itanagar based school during an unannounced inspection by team of education officers yesterday is matter of grave concern. The team comprising Secretary Education RK Mishra, Director of School Education T Taloh and Deputy Director Secondary Education (A) T Tatak seized the items from some of the examinees during ongoing class 12 CBSE Chemistry exam. It is quite shocking as how did invigilators failed to take note of such mischievous act.
CBSE exams are very important fixture and school authorities should have taken every possible step to ensure free and fair conduct of examination and maintain complete decorum in the exam hall. The incident also pose serious question mark over morality of the students. In this age of competition, the young students indulging in malpractice during exam is not the sign of good future. These students have to compete with the fellow students from across the country. If they don’t study properly and depend on malpractices to pass exams, then for sure, future does not abode well for our state. The education department needs to take stern against such schools for failing to stop wrong doing during examination.
